With the aim of promoting clean energy and minimizing environmental impact, the Government has recently issued Decree 135/2024/ND-CP, creating a new wave in the development of rooftop solar power in Vietnam. This decree not only brings numerous benefits to the people but also opens up attractive business opportunities for enterprises.
Scope of Application
The decree has a broad scope of application, covering all types of properties including residential houses, offices, industrial parks, industrial clusters, export processing zones, high-tech zones, economic zones, production facilities, and business establishments across the country.
Content of the Decree
This decree stipulates mechanisms and policies to encourage the development of self-produced and self-consumed solar power systems installed on the rooftops of buildings, including residential houses, offices, industrial parks, industrial clusters, export processing zones, high-tech zones, economic zones, production facilities, and business establishments, as prescribed by law.
The direct purchase and sale of electricity between organizations and individuals shall be conducted in accordance with the Decree on the mechanism for the direct purchase and sale of electricity between renewable energy generation units and large electricity customers.
Decree 135/2024/ND-CP stipulates that rooftop solar power systems for self-production and self-consumption that are connected to the national grid, belonging to households and individual houses with a capacity of less than 100kW, can sell surplus electricity to the national grid but not exceeding 20% of the actual installed capacity.
Rooftop solar power systems for self-production and self-consumption installed on the roofs of buildings that are offices or properties identified as public assets shall not sell surplus electricity.
