Cooperation and Project Preparation
The project was established through a series of collaborative activities between GB and domestic and international partners. In April 2023, GB signed a Memorandum of Understanding (MoU) with the Vietnam Institute of Meteorology, Hydrology and Climate Change (IMHEN) and conducted a field survey at Thuy Phuong Landfill. In May 2023, the project received a Letter of Intent (LoI) from Hue City and met with the Hue Urban Environment and Public Works Joint Stock Company (HEPCO).
In 2024, the parties continued to organise a workshop with the Department of Climate Change (DCC) and IMHEN, while also entering into a cooperation arrangement with KTR. From October 2024 to June 2025, the project undertook the pre-feasibility study phase to collect baseline information and prepare for an in-depth assessment.

June 2026 Progress Update
GB and Rockpine Co., Ltd. have signed a consultancy services agreement covering both LFG projects in Hue and Thai Nguyen, running through 31 March 2027. For the Thuy Phuong project, the parties have focused on establishing the coordination mechanism, preparing technical documentation, and holding working sessions with relevant local authorities and organisations.
1. Held meetings with HEPCO, the local People's Committee, and specialised agencies to discuss the project implementation plan.
2. Conducted technical consultations with the Department of Climate Change and central government agencies to update the information required for the feasibility study stage.
3. Conducted measurements at Thuy Phuong Landfill and coordinated with local authorities to ensure technical requirements, security, and public order during implementation.
4. Engaged drilling and well-measurement service providers to support the field assessment.

GB's Coordination Role

Under the consultancy agreement, GB continues to coordinate key project tasks, including assessing regulations on investment, infrastructure, electricity generation, and LFG flaring; coordinating procedures for domestic and international carbon-credit recognition; supporting meetings with regulatory authorities; supervising pilot activities; and analysing waste composition.
Alongside the development of technical and legal documentation, GB, KTR, and their technology partners are also studying technical options suited to the development needs of a methane-to-power complex in Hue City.
Project Outlook
The Thuy Phuong project aims to recover and efficiently use methane generated by the landfill, thereby reducing greenhouse gas emissions, helping improve the local environment, and laying the groundwork for landfill-gas power generation. Once completed, the project will serve as a practical model of international cooperation in converting waste into energy and generating carbon credits in Vietnam.
